Chapter One: General Principles

Article One: In order to encourage the excellent foreign students all over the world to study in Beihang University, Beihang University (BUAA) establishes New Foreign Students Scholarship. This regulation is constituted for the awarding of scholarship.

Article Two: Whole selection process for awarding scholarship will be carried out under the principles of fairness, openness, equitableness and excellence-selection.

Chapter Two: Sorts and Range of the Scholarship

Article Three: New Foreign Students Scholarship is classified as undergraduate scholarship, postgraduate scholarship and researcher scholarship and covers for one year. Foreign students who accord with the requirements can continue to apply for Distinguished Foreign Students Scholarship from the second year.

Article Four: Awarding Range of Undergraduate Scholarship

The self-supporting Bachelor Degree students who have got excellent results in entry-examinations will be eligible for undergraduate scholarship.

Article Five: Awarding Range of Postgraduate Scholarship and Researcher Scholarship

The self-supporting Master’s and Doctoral Degree students who have got excellent results in entry-examinations will be eligible for postgraduate scholarship.

The general scholars, the senior scholars and the Chinese training students who have obtained great achievement in research programs or have great potential in future study as well as  the students recommended by universities that have cooperation with BUAA will be eligible for Researcher Scholarship.

Chapter Three: Amount and Distribution of the Scholarship

Article Six: The students who are awarded scholarship will be around 5%-10% of the total recruitment yearly.

The scholarship will be divided into the following categories:

1. Full scholarship: to cover tuition fee, accommodation and living allowance.

2. Partial scholarship: to cover one or two items of tuition fee, accommodation and living allowance.

Chapter Four: Requirements and Application Procedures

Article Seven: Requirements of undergraduate scholarship

1. Applicants must be foreign citizens who will study for Bachelor’s Degree in BUAA.

2. Applicants abide by the laws and decrees of Chinese Government and observe rules and regulations of BUAA voluntarily.

3. Applicants have excellent results in senior high schools.

4. Applicants have excellent results in entry-examinations.

5. Applicants do not enjoy any other kind of scholarship by home country or Chinese government.

Article Eight: Requirements of postgraduate scholarship and researcher scholarship

1. Applicants must be foreign citizens who will study for Master’s and Doctoral Degree or do professional research in BUAA.

2. Applicants abide by the laws and decrees of Chinese Government and observe rules and regulations of BUAA voluntarily.

3. Applicants should graduate from renowned universities and have excellent results or obtain great research achievements.

4. Applicants are recommended by supervisors from relevant departments in BUAA.

5. Applicants have excellent results in entry-examinations.

6. Applicants do not enjoy any other kind of scholarship by home country or Chinese government.

7. Application requirements for Chinese training students are subject to relevant regulations set up by Chinese Training Center of International School in BUAA.

Article Nine: Application procedures of undergraduate scholarship

1. Applicants can submit Application Forms while signing up for study. The Application Forms can be downloaded from http://is.buaa.edu.cn or obtained from Student Affairs Office of BUAA. Application period is from February 15 to May 15 every year.

2. Student Affairs Office will send recommendation letter to foreign students who accord with application requirements after reviewing the documents from applicants. Applicants are required to make formal reply in stipulated time. Those who fail to make reply before the set date will be regarded as giving up the qualifications.

Article Ten: Application procedures of postgraduate scholarship and researcher scholarship

1. Applicants can submit Application Forms while signing up for study. Application Forms can be downloaded from http://is.buaa.edu.cn or obtained from Student Affairs Office.

2. Student Affairs Office will send recommendation letter to foreign students who accord with application requirements. Applicants are required to make formal reply in stipulated time. Those who fail to make reply within the time limit will be regarded as giving up the qualifications.

3. Expiration date of application is December 31 (register in spring semester) and May 15 (register in fall semester) every year.

Chapter Five: Evaluation and Confirmation of Scholarship

Article Eleven: Beihang University establishes the Committee of Foreign Students Scholarship (CFSS). The members of CFSS include leaders of university, principals of Educational Division, Graduation School, International School, International Division and Financial Division as well as relevant experts and professors. The leader of university will be the director of CFSS. The Secretariat of CFSS will be set up in the International School. The principal of International School will be the secretary-general of CFSS and is responsible for a daily routine.

Article Twelve: After evaluating the qualifications of the applicants, the Secretariat will hand in the name list and documents of the applicants who accord with the requirements to CFSS.

Article Thirteen: In case of need, CFSS has the access to inform students to interviewing. The final name list will be confirmed by CFSS and become effective by the signature of director.

Article Fourteen: The evaluation results will be informed to applicants by formal letters and shown on the website of International School. Name list of undergraduate scholarship will be publicized before July 15. Name list of postgraduate scholarship will be publicized before the middle of July and February each year.

Article Fifteen: Application procedures for Chinese training students refer to relevant regulations set up by Chinese Training Center of International School in BUAA.

Article Sixteen: The authority of interpretation of this regulation will be possessed by CFSS.

第一章   总   则

第一条 为鼓励在校外国留学生勤奋学习、刻苦钻研，培养一批品学兼优的高层次外国留学生人才，吸引更多优秀外国留学生报考我校，同时为了激发在校外国留学生的创新能力，发挥他们在各方面的特长，促进中外文化交流，设立优秀外国留学生奖学金。为做好此项奖学金的评定工作，特制定本实施办法。

第二条 “北京航空航天大学优秀外国留学生奖学金”评定工作本着“公开、公平、公正、择优”的原则进行。

第二章   奖学金种类与奖励范围

第三条 “北京航空航天大学优秀外国留学生奖学金”分为两类：“北京航空航天大学外国留学生学习优秀奖学金”和“北京航空航天大学外国留学生杰出表现奖学金”。

第四条 “北京航空航天大学外国留学生学习优秀奖学金”旨在奖励在我校勤奋学习、刻苦钻研、成绩优秀的在校外国留学生，包括进修生、本科生、硕士研究生和博士研究生。

第五条 “北京航空航天大学外国留学生杰出表现奖学金”旨在奖励在学术、体育、艺术、文化交流、公益活动等方面取得突出成绩的在校外国留学生，包括进修生、本科生、硕士研究生和博士研究生。

第三章   奖学金奖励等级及名额

第六条 “北京航空航天大学外国留学生学习优秀奖学金”奖励名额为在校外国留学生总数的1-5%，奖励等级分为一等奖、二等奖、三等奖和特别奖四类，一、二、三等奖学金数额分别为3000元、2000元和1000元人民币，特别奖（原则上接受上学年已获新生奖学金或特别奖的学生）。获奖的外国留学生由北航国际学院颁发相应的获奖证书。

第七条 “北京航空航天大学外国留学生杰出表现奖学金” 奖励等级分为一等奖、二等奖和三等奖，奖学金数额分别为3000元、1500元和800元。获奖的外国留学生由北航国际学院颁发相应的获奖证书。

第四章   奖学金申请条件及申请办法

第八条 “北京航空航天大学外国留学生学习优秀奖学金”申请条件

（一） 在北京航空航天大学学习（一般）须满一年的在校外国留学生；

（二） 遵守中国政府的法律、法规和北航的校纪、校规；

（三） 在近一年内有以下突出表现之一者：

（1）学习态度端正，勤奋刻苦，本学年度学习成绩优异；

（2）在本学科的国际重要学术刊物（一般应为SCI或SSCI源期刊）、国内核心刊物（一般应为EI源期刊或等同于EI源期刊）、本领域重要国际学术会议（必须ISTP收录）上以北京航空航天大学的名义发表学术论文，且本人为第一作者或第二作者（此时导师需为第一作者）；

（3）在研究项目中有突出成果；

（四） 积极参加学校、院系组织开展的各类公益活动及社会实践活动；

（五） 学习汉语的外国留学生申请条件参照北航国际学院汉语培训中心规定执行。

第九条 “北京航空航天大学外国留学生杰出表现奖学金”申请条件

（一） 在北京航空航天大学学习（一般）须满一年的在校外国留学生；

（二） 遵守中国政府的法律、法规和北航的校纪、校规；

（三） 积极参加各类艺术、体育及文化交流活动，成绩显著并获得高等级奖项;

（四） 积极参加重大公益活动的志愿者，且表现突出；

（五） 学习汉语的外国留学生申请条件参照北航国际学院汉语培训中心规定执行。

第十条 凡属下列情况之一者，不能参加“北京航空航天大学优秀外国留学生奖学金”评选：

（一） 因违反中国法律、法规或北航校纪、校规受到刑事拘留、治安处罚或行政处分者；

（二） 无故迟到、早退、旷课或严重违反课堂纪律者；

（三） 在教学计划规定的课程考核中不及格者。

第十一条 “北京航空航天大学优秀外国留学生奖学金”申请办法

每年9月份报到注册后，符合申请条件的外国留学生向北航国际学院留学生事务办公室提交以下申请材料：

（一） 由外国留学生本人填写的“北京航空航天大学优秀外国留学生奖学金申请表”，该申请表可到北航国际学院留学生事务办公室索取或从其网站http://is.buaa.edu.cn下载；

（二） 申请“北京航空航天大学外国留学生学习优秀奖学金”的本科生需提供上一年度考试成绩单，研究生需提供全部课程考试结束后成绩单以及各类论文发表证明、获奖证书等

（三） 申请“北京航空航天大学外国留学生杰出表现奖学金”的学生需提供近一年内在艺术、体育、文化交流、公益活动等某一方面表现突出的获奖证书、证明等；

（四） 特别奖学金申请时间同“北京航空航天大学留学生新生奖学金”，其余奖学金申请截止时间为9月30日。

第五章   奖学金评定

第十二条 学校成立“外国留学生奖学金评定委员会”，成员由学校领导、教务处、研究生院、国际学院、国际交流与合作处和财务处等相关部门负责人以及相关学科的专家教授组成，学校主管领导为委员会组长。委员会秘书处设在国际学院，国际学院负责人为委员会秘书长，负责奖学金的日常事务。

第十三条 外国留学生奖学金评定委员会秘书处对申请者的资格、申请条件进行认定后，将符合申请条件的申请者名单和材料报学校外国留学生奖学金评定委员会审议。

第十四条 外国留学生奖学金评定委员会根据秘书处提供的申请者材料进行评审，必要时可通知申请者前来面试，最终确定获得奖学金学生的名单，并由评定委员会组长签字生效。

第十五条 北京航空航天大学优秀外国留学生奖学金名单将于每年11月底公布，以正式函件方式通知获奖学生本人，并在国际学院网站公示。

第十六条 学习汉语外国留学生奖学金评定办法参照北航国际学院汉语培训中心有关规定执行。

第十七条 本规定解释权归北京航空航天大学外国留学生奖学金评定委员会。

Application Procedures for Distinguished Foreign Students Scholarship

Chapter One: General Principles

Article One: In order to encourage foreign students to study hard and diligently, to attract more excellent foreign students to study in Beihang University, to promote the talent, innovation and creativity of the students and to put forward the cultural exchange between China and foreign countries, Beihang University (BUAA) establishes Distinguished Foreign Students Scholarship. This regulation is constituted for the awarding of scholarship.

Article Four: Scholarship of Excellent Study aims to award the foreign students including scholars, undergraduates, Master’s Degree and Doctoral Degree students who study hard and diligently in BUAA.

Article Five: Scholarship of Outstanding Behavior aims to award the foreign students including scholars, undergraduates, Master’s Degree and Doctoral Degree students who obtain great achievement in science, sports, arts, cultural exchange and public benefit activities.

Chapter Three: Amount and Distribution of the Scholarship

Article Six: Students who are awarded Scholarship of Excellent Study will be 1%- 5% of total foreign students studying in BUAA. Awarding grades are classified as first prize, second prize, third prize and special prize. The amount of first prize, second prize and third prize is 3,000 Yuan, 2,000 Yuan and 1,000Yuan respectively. In principle, application of Special Prize for foreign students who have been awarded the New Foreign Students Scholarship or Special prize in last semester will be acceptable. Scholarship and certificates will be awarded to the students by International School.

Article Seven: Awarding grades of Scholarship of Outstanding Behavior are classified as first prize, second prize and third prize. The amount of scholarship is 3,000 Yuan, 1,500 Yuan and 800 Yuan respectively. Scholarship and certificates will be awarded to the students by International School.

Chapter Four: Requirements and Application Procedures

1. Applicants must be foreign students who have been enrolled in BUAA for one year in general.

2. Applicants abide by the laws and decrees of Chinese Government and observe rules and regulations of BUAA voluntarily.

3. Applicants accord with one of the following requirements in recent one year:

(1)  study hard and obtain the excellent results in recent academic year

(2)  publish academic thesis as first or second author in important international publications (SCI or SSCI original periodicals), domestic core publications (EI original periodicals) or important international conferences (embodied in ISTP);

(3)  obtain great achievement in studies and research program.

4. Applicants participate in public benefit activities and practice organized by school and university actively.

5. Application requirements for Chinese training students are subject to relevant regulations set up by Chinese Training Center of International School in BUAA.

Article Nine: Requirements of Scholarship of Outstanding Behavior

1. Applicants must be foreign students who have been enrolled in BUAA for one year in general.

2. Applicants abide by the laws and decrees of Chinese Government and observe rules and regulations of BUAA voluntarily.

3. Applicants participate in the activities of arts, sports and cultural communication and obtain high-class prize.

4. Applicants participate in important public benefit activities and do a good job.

5. Application requirements for Chinese training students are subject to relevant regulations set up by Chinese Training Center of International School in BUAA.

Article Ten: Applicants will be ineligible for Distinguished Foreign Students Scholarship who have one of the following conditions.

1. Applicants violate the laws and decrees of Chinese Government and disobey rules and regulations of BUAA.

2. Applicants are late for class, early leave, absence without reason often or offend class disciplines.

3. Applicants fail in examination of the compulsory course. 

Article Eleven: Application procedures

Applicants who accord with the requirements are required to submit the application materials to Students Affairs Office after registration in September.

1. Application Forms can be downloaded from http://is.buaa.edu.cn or obtained from Students Affairs Office.

2. Applicants who apply the Scholarship of Excellent Study are required to provide the transcript of previous academic year (Undergraduates); transcript of all courses, prove of thesis publication and certificates (Graduates).

3. Applicants who apply the Scholarship of Outstanding Behavior are required to provide relevant certificates that prove obtaining great achievement in science, sports, arts, cultural communication and public benefit activities in recent one year.

4. Expiration date of special prize is same as the New Foreign Students Scholarship. Expiration date of other scholarship is September 30.
