I. Program Introduction

In order to cultivate global governance talents with broad international vision, excellent comprehensive quality, outstanding leadership and cross-cultural background, the China Scholarship Council (CSC) implements Youth of Excellence Scheme of China Program Chinese Government Scholarship. Two master’s degree programs at Beihang University have been successfully selected to support.

1. “Technology, Law and Governance” Program

The “Technology, Law and Governance” program is an English-language program sponsored by Youth of Excellence Scheme of China Program Chinese Government Scholarship, organized by Beihang University and scheduled and implemented by the Beihang Law School. Aiming at cultivating talents at the interdisciplinary discipline of law and technology, and promoting the exchange and cooperation of legal culture, concepts, institutions, and experiences in the field of technology regulation and modern governance between China and foreign countries, this program welcomes high-end elite talents in the fields of cyber governance, digital law, aerospace, and international law.

2. Executive Master of Global Outstanding Management Talents in China Program

The Executive Master of Global Outstanding Management Talents in China program is sponsored by Youth of Excellence Scheme of China Program Chinese Government Scholarship. It is organized by School of Economics and Management, Beihang University. The program is offered in English with customized modules, which include basic concepts and theories, specialized courses, enterprise practice, and cutting-edge lectures. The program attracts global outstanding talents in different areas, including project management & industrial engineering, optimization and simulation of production & service system, decision making and decision support system, e-commerce, information system management, operation research, data analysis of complex systems, theory and method of system engineering, logistics system analysis, strategy management, organization behavior and human resource management, leadership, marketing science etc. It aims to cultivate elites with global competence in science and technology, education, law, economic management and other industries.

II. Program Scheme

• Training Mode and Duration: "1+1" Mode. In the first academic year, students complete full-time basic course study and investigation and research, and complete the dissertation preparation at Beihang University. In the second academic year, combined with their own work practice, students complete the dissertation in accordance with the requirements of the university in home country, and then complete the dissertation defense in China. Qualified students will be granted a Master's Degree.

III. Eligibility

1. Applicants must be a citizen of a country other than the People’s Republic of China, under the age of 45, and in good health both mentally and physically.

2. Applicants should have bachelor or above degree and 3 years or above working experience. Those with related education or working background will be preferred.

3. Applicants should be in one of the following four categories:

(1) Public officials at the division level (or corresponding level) or above in the government department of the host country; 

(2) Senior management staff in institutions and enterprises; 

(3) Administrative staff in universities and scientific research institutions; 

(4) Candidates with relevant working or internship experience in international organizations.

4. Applicants should have obtained the pre-admission letter from Beihang University.

IV. Application Method and Procedure

A. Applying for Pre-admission Letter of Beihang University

1. Application Documents for Pre-admission Letter

(1) Application Form for Chinese Government Scholarship (Fill in Chinese or English).

(2) Passport home page (ordinary passport with the validation over September, 2024).

(3) Notarized highest diploma.

(4) Academic transcripts (from the undergraduate program onwards) issued and sealed by the attending university.

(5) English proficiency certificates. IELTS 6.0 or above, or TOEFL 80 or above.

(6) Study plan written in English containing more than 1,000 characters or words. Click to download the tamplate of Study Plan

(7) Two recommendation letters from associate professors or above or current employer including the comprehensive evaluation of the applicant.

(8) Foreigner Physical Examination Form completed in English. The form is designed by the Chinese quarantine authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the final suggestion or signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. (9) Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

* All application documents above should be in Chinese or English. Notarized English translations are required for those documents not in Chinese or English.

2. Application Procedure for Pre-admission Letter

(1) Send the scanned files of the application documents above via email to fso@buaa.edu.cn and dinglanxi@buaa.edu.cn with the title of "Application for Pre-Admission letter of Youth of Excellence Scheme of China Program Chinese Government Scholarship ".

(2) Beihang University will conduct preliminary review on the application documents, and those who pass the preliminary review will participate in the comprehensive academic interview organized by Beihang University.

(3) Beihang University will provide the Pre-admission Letter to the qualified applicants. After obtaining the Pre-admission Letter, the applicants can apply online in the Chinese Government Scholarship Information System.

B. Submiting the Application to the China Scholarship Council (CSC)

Applicants should log on to the Chinese Government Scholarship Information System (http://studyinchina.csc.edu.cn), fill in the application information and upload application documents to complete online application before April 15, 2024. Applicants should have obtained pre-admission letter when applying online. (It is suggested to submit application documents for the pre-admission letter as early as possible).

Select "Type A" as the scholarship type, with the agency number is 1563, and "Youth of Excellence Scheme of China Program Chinese Government Scholarship" as the application program.

V. Review and Admission

1. The China Scholarship Council (CSC) will accept individual applications directly, conduct preliminary review on the application documents and organize expert review. The final admission result will be determined after the expert review.

2. Each scholarship recipient can only receive funding from one Chinese Government Scholarship program.

3. If the scholarship recipient cannot come to study in China according to the admission deadline, the scholarship status will not be retained.
